National Commission on Disabilities, Liberia

The National Commission on Disabilities is the Government of Liberia's statutory institution responsible to have jurisdiction over all matters appertaining to the welfare and well-being of persons with disabilities, and to promote, protect and advance the rights and welfare of persons with disabilities.

Our History

Why the Commission exists

Before the establishment of the Commission, disability issues in Liberia received limited government attention. Persons with disabilities faced widespread barriers, including discrimination, social exclusion, and inadequate access to education, healthcare, employment, transportation, and public services. Although several Organizations of Persons with Disabilities (OPWDs) advocated for their rights, there was no central government body responsible for coordinating disability policies and programs.

Our Legal Mandate

Established by an Act of the Legislature

Established by an Act of the National Legislature in 2005, the legal mandate of the Commission is to have total jurisdiction over all matters appertaining to the welfare and well-being of all persons with disabilities within the territorial borders of Liberia.

Our Mission

To empower persons with disabilities in Liberia by promoting their rights, facilitating access to essential services, and fostering inclusive communities, ensuring their full participation in society and enhancing their quality of life.

The NCD exists to champion the cause of creating an inclusive and empowering society where all persons with disabilities in Liberia have equal access to opportunities, resources and support, enabling them to achieve their full potential and participate fully in all aspects of life.

The National Commission on Disabilities carries out its mandate under the Government of Liberia's ARREST Agenda for Inclusive Development, which commits the country to growth that reaches every citizen. The Commission coordinates national disability policy in line with that agenda and with the UN Convention on the Rights of Persons with Disabilities, which Liberia ratified in 2012.
