Empowering Persons with Disabilities

The Liberia National Commission on Disabilities (NCD) is a government entity established by a November 2005 Act of the 51st National Legislature to promote, protect, and advance the rights and welfare of persons with disabilities (PWDs).

The National Commission on Disabilities carries out its mandate under the Government of Liberia's ARREST Agenda for Inclusive Development, which commits the country to growth that reaches every citizen. The Commission coordinates national disability policy in line with that agenda and with the UN Convention on the Rights of Persons with Disabilities, which Liberia ratified in 2012.

The National Commission on Disabilities (NCD) believes that disability is not inability, and that every person deserves to live with dignity, participate fully in society, and contribute meaningfully to national development.
