Who qualifies for the Commission’s services?

Any Liberian or resident of Liberia with a physical, sensory, intellectual, developmental, or psychosocial disability that substantially limits one or more major life activities may access the Commission's services. The Commission serves persons with disabilities regardless of age or gender, ensuring equal access to programs and opportunities.

The Commission also works with:

  • Children, youth, adults and older persons with disabilities.
  • Organizations of Persons with Disabilities (OPWDs). Registered organizations representing persons with disabilities are eligible to receive institutional support and to participate in coordination meetings, capacity-building programs, advocacy initiatives, and consultations on disability-related policies and programs.
  • Families and caregivers. Parents, guardians, and caregivers may receive guidance, referrals, and support when seeking services or advocating on behalf of persons with disabilities.
  • Government institutions, development partners, and the private sector, to promote equal opportunities, accessibility, inclusion, and the protection of the rights and dignity of persons with disabilities.

Access to certain programs may be subject to specific eligibility requirements and available resources.

How can a person register with the Commission?

Registration is handled by the Commission's offices. Call, email, or visit the head office in Monrovia, or speak to your county coordinator, and staff will take you through the registration form.

Please have the following ready:

  • Full name, date of birth and gender.
  • County, district and community, and your nationality.
  • A phone number, and an email address if you have one.
  • Your National Identification Number, if available.
  • The type of disability and a short description of it.
  • Your preferred method of communication.
  • Emergency contact information.
  • A passport-sized photograph, a national ID or birth certificate if available, and a medical assessment or disability certification where applicable.

The Commission reviews each application and will contact you if anything further is needed. Once approved, applicants are confirmed by SMS or email and issued an NCD registration number or disability identification card where applicable, which opens access to available programs, services and updates.

How can members of the public access available programs?

To take part, or to request application forms, guidelines, or policy documents, contact the Commission by phone or email, or visit the office in Monrovia. County coordinators can also advise on programs running in your county.

How can complaints or concerns be submitted?

The National Commission on Disabilities is committed to treating every complaint with fairness, respect, and confidentiality. Complaints may be submitted anonymously where appropriate. No person will be discriminated against or denied services for raising a genuine concern, and all complaints are handled in accordance with the Commission's policies and applicable laws.

Complaints can be submitted through the contact form on this website, by phone, by email, or in person at the Commission's office. It helps to include:

  • Your phone number or email address, if you would like a response.
  • Your county and district.
  • The type of complaint or concern, and a detailed description.
  • The date and location of the incident, if applicable.
  • The name of the individual or institution involved, if applicable.
  • Any supporting evidence, such as photographs, letters, official documents, medical reports, or audio and video files.

The Commission acknowledges receipt of each complaint, assesses it through the appropriate department, and investigates the matter fairly and confidentially. Complainants receive an update on the outcome and, where appropriate, guidance or referral to the relevant government institution.

How can organizations collaborate with the Commission?

Organizations interested in collaborating with the National Commission on Disabilities are encouraged to contact the Commission to discuss partnership opportunities. After an initial consultation, the Commission will assess areas of mutual interest and develop an appropriate framework for collaboration.

Organizations commonly work with the Commission in the following ways:

  • Develop strategic partnerships to implement disability-inclusive programs and projects, including Memoranda of Understanding.
  • Fund or co-implement initiatives in education, healthcare, livelihood, social protection, and economic empowerment.
  • Provide financial or in-kind support, such as assistive devices, office equipment, mobility aids, or educational materials.
  • Promote inclusive employment by recruiting and retaining qualified persons with disabilities in accessible, discrimination-free workplaces.
  • Strengthen accessibility in physical infrastructure, digital services, and communication systems.
  • Join awareness and advocacy campaigns that promote disability rights and help combat stigma and discrimination.
  • Build capacity through training, leadership development, vocational skills, and institutional support for organizations of persons with disabilities.
  • Support research, surveys, and data collection for evidence-based, disability-inclusive planning.
  • Share technical expertise in policy development, technology, legal services, accessibility, communications, monitoring and evaluation, or organizational development.
  • Encourage employee volunteering and include disability inclusion in corporate social responsibility initiatives.
